Environment ministers agree on National Waste Policy

Federal environment ministers have agreed to the introduction of a new policy on waste and resource management at the recent meeting of the Environment Protection and Heritage Council (EPHC) in Perth.

Ministers agreed to a landmark product stewardship framework and announced that televisions and computers would be the first products to be covered by this legislative framework. Under the National Waste Policy the tyre industry is also developing a scheme to increase recycling in Australia of used tyres.

The new extended producer responsibility scheme will require that manufacturers will be responsible for the collection of old equipment and will need to meet a recycling target of 80 per cent by 2021.

The EPHC decision will result in the creation of a co-regulatory framework that places a strong emphasis on compliance. Both Government and the information and communication technology (ICT) industry will regulate participation and there will be clear penalties for companies that fail to participate in the scheme.

The aims of the National Waste Policy are to:

  • avoid the generation of waste; reduce the amount of waste (including hazardous waste) for disposal; manage waste as a resource and ensure that waste treatment, disposal, recovery and reuse is undertaken in a safe, scientific and environmentally sound manner; and
  • contribute to the reduction in greenhouse gas emissions, energy conservation and production, water efficiency and the productivity of the land.

The Policy sets directions in six key areas: taking responsibility, improving the market, pursuing sustainability, reducing hazard and risk, tailoring solutions, and providing the evidence. The policy identifies 16 priority strategies that would benefit from a national or coordinated approach.

As part of its commitment to a national policy on waste and resource recovery, Council agreed to release a National Waste Overview and also agreed that a National Waste Report would be published by the end of 2009.

Revised Australian Drinking Water Guidelines released for comment

The National Health and Medical Research Council (NHMRC) in collaboration with the Natural Resource Management Ministerial Council (NRMMC), has released for public comment the revised Australian Drinking Water Guidelines, and a discussion paper on Health Based Targets For Microbial Safety Of Drinking Water.

The Australian Drinking Water Guidelines (ADWG) is designed to provide an authoritative reference on what defines safe, good quality water and how it can be achieved and assured. The ADWG provides a framework for good management of drinking water supplies, which will assure safety at point of use when correctly implemented.

The intended audience for the ADWG is the Australian community, agencies responsible for the supply of drinking water, including catchment and water resource managers, drinking water suppliers, water regulators and health authorities.

In 2007 NHMRC/NRMMC commenced a rolling revision of the Guidelines, which provides an opportunity to revise individual water quality parameters as necessary, to ensure the guidelines represent the most up to date scientific understanding.

New centre to oversee renewable energy investment

An Australian Centre for Renewable Energy launched by the Federal Government will draw together more than $650 million of renewable energy investment to help commercialise developments in the sector.

An interim advisory board overseeing the centre – known as ACRE – is starting work immediately and legislation to establish the centre will be considered by Parliament this month.

The centre will consolidate programs including:

  • the $300 million Renewable Energy Demonstration Program; 
  • $150 million for new initiatives, including funding from the formerly proposed Clean Energy Program; 
  • the $50 million Geothermal Drilling Program; 
  • the $20 million Advanced Electricity Storage Technologies Program; 
  • the $18 million Renewable Energy Equity Fund; 
  • the $15 million Second Generation Biofuels Research and Development Program; and 
  • the $14 Wind Energy Forecasting Capability Program

ACRE will help Australia meet its targets of 20% renewable energy by 2020 and a 60% reduction in greenhouse gas emissions by 2050.

Treasury modeling projects that by 2050, Australia’s renewable energy sector output will be 30 times larger than it is today with an expanded Renewable Energy Target and Carbon Pollution Reduction Scheme.

ACRE’s first task will be to make funding recommendations before the end of 2009 to Federal Resources and Energy Minister, Martine Ferguson, on the most prospective solar applications received under the $300 million Renewable Energy Demonstration Program.

ACRE has also been charged by the government with developing and implementing a funding strategy capable of supporting projects along the innovation chain, including a venture capital strategy.

Parliamentary committee calls for inquiry into potential climate change legal issues

A federal parliamentary committee has recommended that the Australian Law Reform Commission undertake an urgent inquiry into the legal issues that could confront councils when they implement policies dealing with the impacts of climate change.

The Inquiry into climate change and environmental impacts on coastal communities by the House Standing Committee on Climate Change, Water, Environment and the Arts says in a report just tabled in parliament that climate change raises many complex legal issues with regard to Australia’s coastal zone. It says councils are at the forefront of daily coastal management and have major concerns in this area.

The committee says councils need to develop clearly defined policies to deal with climate change and make the risks of climate change impacts an “explicit part of their decision-making criteria to assist in limiting their potential exposure to legal action”.

It says in view of the gap in research on legal issues and climate change impacts on the coastal zone, the Federal Government should request the Law Reform Commission to undertake an inquiry with emphasis on:

  • clarifying liability issues with regard to public authorities acting, or not acting, in terms of climate change adaptation and possible coastal hazards; 
  • clarifying liability issues with regard to private property holders acting to protect their land from the impacts of climate change; 
  • legal issues associated with the impacts of climate change on existing development, as opposed to planned new developments; 
  • mechanisms to ensure mandatory risk disclosure to the public about climate change risks and coastal hazards; and 
  • whether there should be broader indemnification of local governments.

The committee recommends that the Federal Government should consider drawing up national guidelines covering development in sensitive zones and that councils operate within those guidelines. The guidelines would include the adoption of a nationally consistent sea level rise planning benchmark.

Another key recommendation relates to the ability of local governments to address climate change issues. The committee says the Federal Local Government Department should undertake a study into the resourcing needs of councils to effectively plan for and adapt to climate change impacts.

It says the study should be carried out in conjunction with the Australian Local Government Association and the National Sea Change Taskforce. The report,  Managing our coastal zone in a changing climate: the time to act is now, can be found here.

Environmental skill shortages looming

Employers will soon be facing a difficult but very important skills shortage: finding people with the skills to build green workplaces, according to UniSA’s Centre for Human Resource Management researcher Dr Gerry Treuren. 

Dr Treuren said evidence of the damage resulting from climate change was accumulating and businesses were feeling the pressure to adopt environmentally friendly workplace practices. These pressures would create four distinct types of skill shortages.

“First, there will be an enormous demand for research and development of environmentally friendly technologies,” he said.

“The world will need a generation of scientists, engineers, policy makers and managers trained to find better ways of doing things: processing and using coal in cleaner ways, harvesting solar and geothermal energy, and developing sustainable agriculture.

“Second, organisations and businesses will start the process of dismantling old, inefficient technologies and replacing them with new, environmentally-friendly approaches. Business will need people with the right knowledge to implement and maintain new environmentally-efficient business practices.

“Third, Australia’s expertise in some areas of climate-change management, such as renewable energy research and water management will be in great demand globally. This will increase international competition for our climate change-savvy Australian workers – a workforce already too few in number to meet local needs.”

Dr Treuren said these three shortages were workforce planning problems which needed to be faced by the business, government and education sectors working together to develop knowledge and skills needed for the future.

“There will be a fourth type of skill shortage: a shortage of HR expertise in the management of organisational change and workforce retention,” he said.

Sydney Water PhD Scholarship

  

Costs and benefits of distributed recycled water schemes

Sydney Water is providing a generous scholarship for a PhD in Sustainable Futures at UTS. Specifically, the successful candidate will investigate the real social, economic and environmental costs and benefits of small-scale water recycling in an urban context e.g. in green buildings and infill developments. The range of impacts addressed could include social factors such as customer and community acceptability, economic impacts such as whole-of-life costs and willingness to pay, and environmental impacts such as net greenhouse gas emissions, potable water savings, and net nutrient released to the waterways. Data will be sourced from existing case study locations in Sydney with the active assistance of Sydney Water.

A $30,000 per annum (tax free) stipend is available. The Institute for Sustainable Futures at UTS offers a comprehensive supervision and peer support program for its doctoral candidates, including additional funds for professional development and opportunities to engage in related research consulting work.

Right now, we’re looking for an experienced Senior Environmental Scientist to join the Environmental Assessment and Management team in our Adelaide office.

The successful Consultant will work on a variety of environmental impact assessment and management projects within transport, mining, water and energy markets and also assist in the preparation of project proposals. Demonstrated experience in environmental impact assessment and management and an understanding of South Australian regulatory frameworks is required. You will work within a team of experienced environmental scientists and engineers.
